On 1 July 2026, Crowell Global Advisors, as Secretariat to the APEC Cervical Cancer Workstream, was proud to convene and facilitate a multi-stakeholder policy dialogue in Seoul on advancing cervical cancer elimination in Korea. Building on the dialogue first held in November 2024, we were honored to bring together the Ministry of Health and Welfare, the Korea Disease Control and Prevention Agency (KDCA), the National Cancer Center (NCC), and leading clinical and academic experts, with remarks from four members of the National Assembly, including opening remarks from Deputy Speaker Nam In-soon, and a keynote address from the Ministry of Health and Welfare.
Grounded in the WHO’s 90-70-90 targets and the APEC Roadmap for the Elimination of Cervical Cancer 2026-2030, participants reflected on the significant progress Korea has made, including the launch of its gender-neutral HPV vaccination program in May 2026, and worked together to identify the priority areas of action needed to accelerate elimination in the years ahead. These are set out across three areas:
- Vaccination: Sustaining and growing uptake under the new gender-neutral program, strengthening communication with parents, schools, and providers, and advancing broader serotype coverage for girls and boys over time.
- Screening: Building the evidence and policy foundation for the transition to HPV DNA testing, recognizing the role of dual stain triage, and strengthening coordination for a consistent national screening pathway.
- Strengthening Systems for Elimination: Framing cervical cancer elimination as a whole-of-society priority, bringing wider sectors into the effort, and strengthening coordination across vaccination, screening, and treatment.

한국의 자궁경부암 퇴치를 위한 중점 실행 과제
2026년 7월 1일, APEC 자궁경부암 워크스트림의 사무국인 크로웰 글로벌 어드바이저(Crowell Global Advisors)는 한국의 자궁경부암 퇴치를 진전시키기 위한 다자간 이해관계자 정책 대화를 서울에서 개최하고 진행하게 된 것을 뜻깊게 생각합니다. 2024년 11월에 처음 개최된 대화를 기반으로, 보건복지부, 질병관리청(KDCA), 국립암센터(NCC)를 비롯하여 의료계 및 학계의 주요 전문가들을 한자리에 모실 수 있어 영광이었으며, 남인순 국회부의장의 개회사를 포함한 국회의원 네 분의 말씀과 보건복지부의 기조연설이 함께해 주셨습니다.
세계보건기구(WHO)의 ’90-70-90′ 목표와 「APEC 자궁경부암 근절 로드맵 2026-2030」을 토대로, 참석자들은 2026년 5월 성별 중립적 HPV 예방접종 프로그램의 도입을 비롯해 한국이 이루어 온 의미 있는 진전을 되짚어 보고, 향후 자궁경부암 퇴치를 가속화하기 위해 필요한 중점 실행 과제를 함께 도출하였습니다. 이는 다음 세 가지 영역으로 제시됩니다.
- 예방접종: 새로운 성별 중립적 프로그램 하에서 접종률을 유지하고 높이며, 학부모, 학교, 의료진과의 소통을 강화하고, 장기적으로 남녀 모두를 대상으로 한 폭넓은 혈청형 커버리지를 확대해 나갑니다.
- 검진: HPV DNA 검사로의 전환을 위한 근거 및 정책 기반을 마련하고, 이중염색 분류검사(dual stain triage)의 역할을 인정하며, 일관된 국가 검진 체계를 위한 협력을 강화합니다.
- 퇴치를 위한 시스템 강화: 자궁경부암 퇴치를 보건 분야를 넘어선 범사회적 우선과제로 설정하고, 더 폭넓은 부문을 참여시키며, 예방접종·검진·치료 전반에 걸친 협력을 강화합니다.
